PPU has compiled a list of things that have been detrimental to continuing this work.

CONTRACTED COLLABORATIONS

 

 

PPU was included in the restorative practices project to do restorative practices in 2013-2014/2014-2015 school year along with Resolution NW to support healing circles for teachers and parents in the schools where RJ was practiced. We had agreed on three to five schools for the first year and next year 5-10 schools. This was along with or besides Restorative Justice. PPU had been doing these circles since 2006 in the community. We where all set to go with lots of convictions around working with the enemy but knew the work had been successful when we worked with the whole special ed. department in doing restorative healing. It was difficult for that department to totally let go and let an outside group do the work. There were lots of bumps because like anything else folks from PPS have to have some process input, even though know nothing about the process which ends up being detrimental to the process. PPS folks are not teachable.

We had to challenge PPS to allow us to do our work with family and teachers because even though we had a contract with PPS to do these circles the school climate manager had just come into existence and they hired a Rj coordinator who literally did our work. We had to make a major complaint around that. They gave us three schools that they were getting ready to work with but knew they needed to help us fulfill our contract. They were the last schools for the year . If we hadn't complained we would have totally been left out. Of course they didn't properly provide the supportl we needed from the principal , teachers and parents and they were not the schools we signed up for.   It ended up being good circles  but could have been great if PPS would have allowed us to to do what we signed up to do. It's our program!

We were approached again in year 2015-2016 by the coordinator in the equity department who oversaw the small contracts for restorative practices. We sit down and talked about it but PPU hesitated because we had been burned the following year. By the the time we thought about it we got an email this person was gone.  Beside being upset that no one contacted us that this happened. It sealed the fact that we did not won't to support these people. Again another uncaring action!

AGAIN PPS WAISTES TIME AND MONEY IN THE NAME OF APPEASEMENT

THEY PANICKED

 

PPS seems to want a systemic approach to our problems. PPU believes that the PPS admins' decision makings are hampered by their political interactions. The bills that have passed to regulate discipline processes have panicked PPS into making decisions that goes against our moratorium/handbook agreements. PPS  will do and has done "slipshod" actions to appease the department of  education, both state and federal and to get on a good side of the teacher's union. PPS proclaims their hands are tied in certain matters. What does that mean? Does it mean distorting the data, ignoring parents concerns, calling some parents racists, not creating a bridge between the union and parents,  pressuring the teachers not to suspend certain students instead of providing more support, not reporting certain information to the Moratorium Recommendations Committee, like letting us know the teachers union pretty much used their power to shut down the process because of their concerns about safety issues. How many times have we asked the union to show up to help to write this code and to give their critical input. We asked PPS many times not to leave us out when they are negotiating with the teachers requests that strongly impact our children! Cannot be about us without us!  ( Parents are treated like consumers while the children are treated like products  Â© iCOPE 2015)

Portland Parent Union is concerned about safety issues as well for our families/students. If we have that in common why not sit down and talk about it together. Lets speak truth to one another. No one has any balls in this system to say lets all sit down and work this out. We must go behind each other's backs! ?? 

HARMFUL UNTRUTHS FROM PPS

 

THE HANDBOOK THAT CAME OUT OF THE MORATORIUM AGREEMENTS HAS BEEN SHELVED AS A DRAFT. THIS HANDBOOK WAS SUPPOSED TO BE COMPLETED BY FAMILIES AND COMMUNITY . THEY DIDN'T TELL US THAT THEY SHELVED THE HANDBOOK BECAUSE OF TEACHER PRESSURE AND THE NEW LAW 553. THE FOLKS WHO FINALLY WROTE THE HANDBOOK DID NOT REPRESENT US AS WE AGREED UPON. IN THE END EVEN THOUGH WE SIT DOWN TO STRATEGIZE AND GO DOWN THE LIST DECIDING WHO WE WANT ON THE COMMITTEE. THE EQUITY DEPARTMENT DECIDED FOR US. THE PPU DIRECTOR WALKED OUT OF THE FIRST MEETING! THERE WAS NO MENTION OF PPU IN MAKING THIS HAPPEN.

THERE IS A CLAIM THEY ARE WORKING WITH TEACHERS UNITE. WHO IS OUR PARTNER IN DIGNITY IN SCHOOLS. TEACHERS UNITE BROUGHT THIS UP IN ONE OF OUR CALLS. THEY SEEMED TO BELIEVE THAT PAT IS WORKING CLOSELY WITH PPU ?

THE HARM THAT IS COMING OUT OF THIS SO CALLED RELATIONSHIP HAS CREATED A DISTRUST ? IF THE UNION WAS WORKING WITH US WHY DIDN'T THEY SIT DOWN WITH US!!! THE WORDS SEEM TO BE AN EXAGGERATION!  WE HAVE BEEN TRYING?

A DISCIPLINE HANDBOOK HAS BEEN WRITTEN (IT IS DONE)

Because of The Work of the Moratorium Committee

 

This book is now sitting on the shelf in draft form. We had a plan as soon as the draft was done we would take it to the community and families for input. This is the hand book that teachers refused to look at or help with. Instead they filed a grievance.   PPS took the old handbook and revised it via teachers input!  There is perfect Human rights handbook written (draft) By the way the teachers have never seen this one never showed up to help us to write it.

DISCIPLINE CODE HANDBOOK/MODEL CODE

WE HAD MUCH FAITH THAT WE COULD ALL WORK THIS OUT. IT IS RICH THAT THE IMPACTED FOLKS COULD HAVE A SAY?

 

It was absolutely decided that the school handbook was to punitive and heavy on criminal terms. A Parent and Grand parent rejected the book and threw ON THE FLOOR. The rest of us followed as a symbol of rejection. It was said to us the handbook would be revised we insisted that PPS stop this process to include community and families to help with writing the discipline code as well as suggesting the Model Code Template. We asked PPS not to revise the old handbook or put one out until this is finished. Took the old handbook and revised it anyway and used this because of Union pressure. The human rights one is sitting on a shelf.......... It is not logical to PPU that PPS and PAT go behind our backs and do a slipshod action on the old handbook. We all couldn't come together to finish what we had already started. This was shady on the Union's part?? PPS you threw us under the bus one more time!!!

HANDBOOK COMMITTEE AND SUB-COMMITTEE

PROMISES NOT KEPT/ feels like lies

 

WE WORKED HARD TO RECOMMEND OUR FOLKS TO PARTICIPATE IN THE HANDBOOK TEAM TO REWRITE THE HANDBOOK. WE MET WITH THE FACILITATORS PPS CHOOSE TO PAY BIG MONEY TO. WE HAD ASKED THEM NOT TO HIRE THESE FOLKS. 

MEETING EXPERIENCE

FOLKS DID SHOW UP BUT MINDS WERE NOT PRESENT

 

Relationships are waiting to be healed. From that healing comes productivity. It is not just enough to show up. Most of us who come from the "professional privilege" lense refuse to surrender our hearts. We will not talk or give input. We proclaim to all we just want to observe. We who are most impacted say this is equal to not showing up at all!  We've observed after the gatherings most are comfortable with talking with their own professional colleagues, but not with those it is most important to talk to. Yes a shift is imperative.

Some do come with issues against us especially those who claim to be for us. PPU has observed these traits:

​

  • A school board member thinking he could criticize our efforts because of a closed door policy. Meeting to protect and make a safe space for our parents to participate.

  • show up because have to, but sure ain't going to participate.  

  • become the gatekeepers of this process.

  • get offended by our words (our truths) writing us off by not showing up or participating at all.

  • never considering that offensive words, community gate keeping, marginalization, exclusivity, low expectations, stereotyping and classism is what the impacted/affected ones have to put up with everyday of their lives. The internalized distrusting is there. 

  • show up with own self interests, to take away, to use against us. A teacher walked into our meeting with a smirk look on her face, she thought she was infiltrating the process. Showing up to get information to take back to her camp. It was ironical for the simple fact we want teachers to be at the table and most times include them in the process, share materials and invitations. We always honored teachers in our space as one of the key advisers, but they didn't show up.

THE WALL OF CONFIDENTIALITY/GATEKEEPING

EVERY ONE WORKS BEHIND EVERYONE'S BACK - and claim they must keep things confidential

 

PPS proclaims their hands are tied in certain matters. What does that mean? We stumbled on this decision by accident. Not that anyone told us from PPS this is happening. They threw us under the bus to appease the teachers' union! No one feels obligated to us the parents/families!!!

UNDERSTANDING THE RAPID RESPONSE TEAM

The Rapid Response Team was created as part of interim bargaining with the District over safety and discipline, and formalized in a March 2016 Memorandum of Agreement between PAT and PPS. The team’s primary responsibility is to stabilize crisis situations for students and teachers. As part of the process, the team determines what existing staff can do, as well as what additional personnel - such as therapeutic intervention coaches, counselors, and other mental health professionals - are required to meet the support needs.

Anyone can make a call to the hotline, but if you do contact the Rapid Response Team, please let your building rep and your PAT UniServ Consultant know so we can keep track. At a minimum, write down the date the call was made; the name, grade assignment, contact information for the educator in need of assistance, and your building name.

This  cannot be a community process. Not all have been impacted by "Pushout".  This is between the impacted ones -families/students, the school district officials, school board as well as P. A. T. We regard those impacted and those on the ground doing the work as the experts of  the Restorative needs. This means teachers, families, and principals as well as those services that directly receive and advocate for the impacted ones. Families need to feel safe during this process. The RC will be a closed meeting. The RC will be made up of an assigned steering committee made up of key stakeholders who will report back to the larger committee.  

The Steering Committee Will Include: PPU/Families, P.A.T.(Teachers), CEP(Community Education Partners), PPS Superintendent, PPS  Equity Manager, PPS Equity Consultant/Student Services, PPS Principals, PPS Students Impacted, PPS Teaching and Learning Manager, PPS Special Ed/Disability Family Rep,  SEPTAP, Or. First Rep, School Board member, Agency/School representing high risk students, ELL Impacted Rep, LGBTQ Impacted Rep and NWDSA

  • WRAP-AROUND COALITION

 
We are providing an opportunity for those who want to support us by showing up at public meetings, forums, school board meetings and other. We would consider you as the support Wraparound Coalition that will publicly support us when needed. When necessary we will ask you to sign pledges, petitions, letters of support, maybe issue and fill out surveys, as well as research models, promote and help report to the general population with us.
